Switch to preferably pkgdown theme #440

I have been enjoying the preferably pkgdown theme and thought it might be worth switching here. An example of it in use is here: https://epiforecasts.io/epinowcast/

This is very much personal preference so very keen to hear peoples thoughts before anything gets PR'd

pkgdown 2.0 just came out with support for BS5. I think if we want to change, it would make sense to change for BS5.
