Create function `quantile_coverage_deviation()` #453

We have an interval_coverage_dev_quantile() function, but we don't have the equivalent for quantile coverage.

New function would be quantile_coverage_dev_quantile()

Is this still planned?

I added a feature request label and moved it to a later release. It could still be a nice function, but I don't think it needs to happen before the next release.
