Increment dev version numbers? #868

We're currently not doing any version increments for the dev version on main. In some sense that's expected I guess, but also people have been using the version on main and a re-install on your computer won't actually update the package because the version number is the same (so you'd have to uninstall and install again to update your local version).

Shoulld we do something like .9001 etc.?

The issue also just came up with the hubEvals package (https://github.com/hubverse-org/hubEvals/pull/33)
