Link from Cluster Explorer view to Epinio #37

If the cluster explorer detects the cluster is an epinio provide a link to the epinio dashboard for it
This needs to be a generic process, no epinio code should go into the explorer

I had a look, and the extension mechanism currently doesn't offer a way to conditionally (per cluster) show panels (to add to the home page main screen area) or header bar icons. We need to only show them if the cluster contains epinion, atm we can only show given route... or disable given a function
