Analytic form for Weibull incorrect for t < 0 #125

The analytical solution to the "partial expectation" term for the Weibull eq 3.7 here implicitly treats the Weibull density as being analytically extended onto the negative reals... in fact its zero there. This means that eq 3.7 is wrong for negative values of t.
