-This is largely copied from the package receipt flow, which was improved before Home Collections implementation

-Amber has already done the essential work on the Firestore side, ensuring database operations are all-pass or all-fail.

@amber-emmes probably plan for this in Nov as well as it's lower priority.

This should now be in dev and ready to test. Please review the process thoroughly and let Dev-Ops know if you need anyone to manually review any of the data in Firestore to ensure appropriate flags are set.
