Add API design #11

This PR adds the API design for the map. Please note that this PR is here to move the discussion along and have granular discussions around what needs to be added, changed, or dropped.

All feedback and input appreciated at this time. Please use the suggest functionality to facilitate concreteness in the discussions.

Specific question I have is what the relevant metadata per package would need to be to ensure it's sufficient to present in the front-end.
