Create software permissions and regulations vignette #125

This is not a legal document and does not replace the work we are doing with the lawyers but I'm hoping it will work for the DPGA for the time being, in order to respect the time frame we have for review response.

This does not necessarily have to be a vignette and could also be a markdown document under .github/, linked from README.

Those changes look fine to me, if those are the clarifications required.

For other packages, we do sometimes point to APIs or published online data sources in the vignettes, but these are clearly signposted and the below would still be true of the package itself:

- This package DOES NOT download data from the internet
- This package DOES NOT upload data to the internet
