Initial migration of `linelist/R` #8

This PR does the initial migration of the linelist/R code and ensures the R CMD CHECK completes as expected.

This is primarily aiming to ensure orderly migration and that everything is up to par for the checks before adjusting the code anything beyond superficially.

Supercedes #6.
