Fix render-readme: use workflow from `{packagetemplate}` #223

This PR fixes the render-readme workflow and is not based on an issue raised. It does this by replacing the workflow here with the one in the Epiverse-TRACE {packagetemplate}, which has safe guards against failing render-readme workflows when the README.md file has been generated locally.
