Update workflows to match packagetemplate #248

This PR updates the workflows to match the latest versions in {packagetemplate} as part of the Spring Cleaning exercise in #156.

In the new updates, the link-checking event in the pkgdown workflow flagged the issue templates as bad links (because markdown hyperlinks are not allowed), so they have been removed. This will revert to using the organisation templates.
