This issue is to flag that for some models (such as for ebola), it may be necessary to model interventions that increase certain model rates.

E.g. for ebola, an international response could be modelled as an intervention that temporarily increases hospital capacity,
E.g. large social events with known schedules could be modelled as a temporary increase in social contacts.

These chould be accommodated in both <contacts_intervention>s and <rate_intervention>s by:

Renaming the reduction class-member to effect,
Removing checks on the reductions being in the range 0.0 -- 1.0,
Refactoring intervention_on_cm() and intervention_on_rates() and related functions to correctly process both positive and negative effects of interventions,
Updating the function documentation and vignettes to reflect these changes.
