Add touchstone infrastructure #199

This PR is a precusor to #197 and adds infrastructure files from touchstone::use_touchstone() for workflows in subsequent PRs to run correctly.

Merging this as checks have passed. Continuous benchmarking checks have been skipped, which if I understand correctly is the expected behaviour as this is the first PR to introduce {touchstone} infrastructure.
