This PR edits the Cpp-lint-check workflow to dispatch in a similar way as the R-CMD-check workflow (with pushes to src/ or inst/include/).

Workflow fails as expected on file with poor syntax - ~however, unclear whether this dispatch is correct.~ - workflow checked with now deleted pushes (were https://github.com/epiverse-trace/epidemics/commit/bdddb4311944ccb2670d51cd200bda02d458c898); branch hard reset.
