Add notebook tutorials about planetary body-fixed frame #24

This pull request add two notebook tutorials about planetary body-fixed frame in astropy. The features described in the notebooks will be available starting from astropy 6.0.

What about the warning in the fits header (BLANK kw)?

The value of the BLANK keyword was incorrect: in fact the keyword was a relic of previous conversions. It is unnecessary so I have removed it.
