Completeness: RowSystem.apparent_time_series_count() diagnostic function

RowSystem.apparent_time_series_count():

• in datainfo rows count all 2014 years - if startswith "2014"

• add this statistics to repr()

• not todо/make issue: number of variables by section.

May also assign time series in rs.toc() by reviewing rs.full_rows list of dicts
