Coverage: Full import of data/2015/ind10

Currently importing 29 variables, many more available. Need extend number of variables specified in specs/config files.

Context:

• previously discussed at issue #7, outdated.
• will next need grouping of variables by section as number of variables grows.

Will need NONFINANCIALS_PROFIT as a summ of variables

Outline for sections to be imported:

1. Сводные показатели
2. Финансы / Finances
3. Цены / Prices
4. Социальная сфера / Social field
5. Производство важнейших видов промышленной продукции

Also use make_headers()
