change parsing algorithm so that number of cities parsed per region matches declared number #1

Возможно, нужно перейти на python-docx и парсить таблицами, может быть доработать существюущий алгоритм. Где-то алгоритм пропускает конец таблицы, где-то не добирает элементы внутри таблицы, где-то не видит саму таблицу
