Update to work with new IMF website and October 2020 Dataset #12

Closes #11 and updates tests accordingly. Also fixes a few bugs with the get_year decorator and the country method so that all tests now pass successfully.

Thank you for updating the links and encodings, @aneziac, merging now!

With new website there is some possibility to go furter back to 1999, if parsing csv format.
