small improvements and bug fixes in xml reading/writing #217

improve xml reading/writing:
- empty attributes are not used
- writes empty entities with attributes correctly
- skipping and stripping of xml entities and attributes via one function; for 
xml2botsgrammar this should be turned off
  (get empty ent/attr in grammar)
- fixed bug: when xml-record-entity is unknown: skip if checkunknownentities is 
False
