create a start menu in unity for when the user starts up the game

image just a temp start menu. We can do more styling later

image once we add the game scene to the build index it should play. quit button works properly.

Implemented into final game. Play button now spawns a new world and car. Plans are made for the Play button to take user to car select screen. Fixed issues with switching back to menu from Settings menu. Screenshot 2021-11-22 224534
