generate_apacheconf has issues if archive missing cfg/static/javascript/auto/ #399

If you have an old archive that does not have a cfg/static/javascript/auto/ directory, the generate_apacheconf will fail as it will not be able to add cfg/static/javascript/auto/99_uploadmethod_file_max_size.js
