Guild Order matters on Population Roll #8

Guild order needs to be customizable for population rolls, as there is a set order for certain alliances (personal preference / superstition based) and the defaults are not always correct.

Make a configurable "order list" that will take a list of guild names, and attempt to put pop rolls in the order presented if those guilds are present. Bonus: ONLY include guilds that are in that configured order, to remove extraneous guilds more easily.
