BREAKING CHANGE: scenarios without vehicles will not work anymore

Use org.eqasim.ile_de_france.scenario.RunInsertVehicles for retrofitting older scenarios

This PR corresponds to https://github.com/eqasim-org/ile-de-france/pull/233
