Use pandera dataframe validation #83

I just ran into this tool : https://pandera.readthedocs.io/en/stable/index.html It might be interesting to use it in the pipeline in order for stages that use dataframe as IO to communicate about their expected data structure ...

After looking into it, this should not belong in synpp, rather in the ile_de_france repo, see https://github.com/eqasim-org/ile-de-france/issues/197
