Items cannot be added in Russian in admin panel despite Russian localization of CUI #42

Reproduction steps

  1. Go to admin panel -> Corroborator_App administration https://demo2.corroborator.org/admin/corroborator_app/
  2. Click on any item of the list, for example "Bulletins".
  3. Click on "Add bulletin" in the top right corner.

    Expected results

It should be possible to add details in Russian, since the Corroborator UI interface is also localized in Russian.

Actual results

There is the possibility of entering details in English and Arabic, but not in Russian, despite the fact that the Corroborator UI interface is localized in English, Arabic and Russian.

End-users wouldn't see this, and the admin section should be able to see everything in the database; also users wouldn't be adding bulletins from the admin interface - this should be just for system admins.
