Change Front-End Highlighting to be next to the content, not over it

@SteveJonesDev and I have discussed this. Think more like WAVE - that way the report is never covering anything.

We'll need to make sure this still works in common page builders. I'm self assigning to initially come up with designs then will reassign when those are available. (Will likely be a while.)
