Moving 02-firmware to system-layers

As part of our code improvements discussed during OMI, we're moving to the directory structure of

system-changes/
    01-core/
    02-firmware/
    03-budgie/
    04-shared-libs/
    05-custom/

So this PR is moving 02-firmware to the new directory.

Testing

The PR has been tested by starting a build with the new directory structure and successfully creating the layer.
