feat: add modules metal_gateway and metal_gateway_info #144

This PR mainly adds modules metal_gateway and metal_gateway_info. I also had to extend the API call logic and had to add API-state-waiting helpers.

With this PR, metal_gateway module doesn't support VRF gateway. I'll do that next.
