update the eks-a version and release number in the manual instructions #76

update the eks-a version and release number in the manual instructions to match the changes made in the Terraform install.

Follow up to #74

Following this, we should consider releasing v0.4 https://github.com/equinix-labs/terraform-equinix-metal-eks-anywhere/releases/edit/untagged-e2ec745b03c4520c5044 and getting the unsatisfied v0.3 milestone objectives moved to v0.5.
