Move this project to its new home.

Requirements:

Before moving this project, we will want to get #113
- convert the project to use terraform-provider-metal instead of terraform-provider-packet
Open a tracking issue for migration notes
Update in-repo web and git links
fix any packet-labs or google-anthos references
