Adds handling to create SSH key pair in same location as setup steps. #51

Still needs:

Remove from variables.tf
Replace usage of var.cloud_public_ssh_key with the newly created resource (or logic to skip this if the key exists)

This intends to address #49

The only other thing I'd like to see is that a user can provide a key, and preempt this flow, but that can be a separate request if it's not urgent, but this should address the immediate issue with a lack of keys blocking our Actions.
