Tests are failing because the public ipv4 address is not being picked up by the data source. I've created https://github.com/equinix/terraform-provider-equinix/issues/243 to follow-up on this.

Closing this PR as several of the goals were achieved in #64

Will open a new PR with the remaining changes.
