chore: assign ownership of Network Edge (NE) templates to the NE team #730

727 incorrectly required review from DevRel Engineering; all files in that PR were specific to Network Edge (NE). This updates the CODEOWNERS mappings so that NE documentation templates are owned by the NE team.
