Hopefully this fixes change detection. Testing in a PR is not 100% 1:1 with main branch. It seems to correctly identify the changed packages in this PR but weirdly enough it seems to be diffing this pr against main@HEAD instead of fix/turbo-change-detection@HEAD^ Which would have been expected. Hopefully when this pr is merged to main it will work as expected but unfortunately the easiest way of testing it is to just merge it with main
