Make external APIs configurable #1203

Describe the improvement you would like to see We would like the external APIs, (ECHO STID) to be configurable. This will make people without access to ECHO and STID able to easier run the application.

How will this change existing functionality? This is a step on the way to making the application easier to use for people outside Equinor. A step on the way to being able to run flotilla without an authorized user.
