Add mission maps for localization and return-to-home missions #1432

Describe the improvement you would like to see Should have maps for all missions and not just missions containing inspection targets
Note that currently maps are based on inspection targets and these missions only have robot pose and not inspection target
How will this change existing functionality? Provides more information to user and makes it easier to interpret robot behavior
How will this improvement affect the current Threat Model?
