What does this pull request change?

test setup, replace enzyme with react-testing-library
hide image if Empty.png is used, (temporary fix)
use same Col width in DocListing and BlogListing
add tests for the component and util packages
add snapshot tests for testing css in js

some of these changes are done now (issues in design) to avoid changes in snapshots later.

Why is this pull request needed?

Increasing test coverage, including some styling fixes to be included in snapshots.

What should be tested by reviewer?

run tests
inspect visual changes
