First commit to initialize Snohvit project specific AML library branch

Added:

AML library 'SnohvitPartialLibrary' including Shutdown Hierarchy and C&H related classes
AML library 'SnohvitAmlLibrary' as XML merge of iec63131 AML library v0.0.12 ('main') and 'SnohvitPartialLibrary'
