Validate intermediate links in symlink configuration #503

Resolves #502

Validates symlink consistency by detecting if any links are dangling. Avoid special bleeding-py38 symlink which is updated during bleeding build. Use regex to detect proper releases 2023.04.00-py38, 2023.12.rc4-py311 etc.
