Use Puppet Development Kit for local testing Consider using Vagrant or other means of testing the puppet modules on running machines. --- Vagrant with kubernetes (https://github.com/ecomm-integration-ballerina/kubernetes-cluster)

Vagrant environment created. Still need to create a PDK validate CI
