Primary backend renamed to primary and located in backend_py folder
Established one shared library, core-utils
To consider:
[x] Name of the shared namespace for libs? Currently webviz, which may not be the best name. Renamed to webviz_pkg
[x] What should be the name of our primary backend component? Keep it as is
What should the repo folder be called? current name is primary (backend_py/primary)
What should the radix/docker-compose component be called, current component name is backend-primary
[x] Should there be an extra folder level that contains primary, user_grid_ri and user_mock to separate them more clearly from libs. Keep it as is, avoid introducing another folder level
