Eslint v8.* to v9.* flat-configuration update #2561

Migration to latest Eslint 9.* (currently 9.11.1) flat configuration required to avoid vulnerabilities. Update of used plugins and parsers is required too (possible inconsistencies with flat-config compatibility appears e.g. eslint-plugin-react ...).
