Ensure that re-deploying when JSON/cache changes are done doesn't take the whole site down. #474

I think we should make sure that when we do JSON format changes for the Redis cache or file cache, that the sites doesn't go down.

In other words: we need to know how to reload the cache properly during redeployment.
