Add timer to game #10

Add a time limit to each action to keep the game moving smoothly. Allow for a scaling factor as well. (Default timeout is 2 mins, scale set to 5, the actual time limit becomes 10 mins)

Each team could be allowed overtime as well. (After the time limit, a secondary timer starts counting down that doesn't refill. Once that timer expires the game is over.)
