Add ScrollTo helper #4

A ScrollTo helper needs to be designed in a way that it doesn't break the react way to do things. It should support:

  1. Animation
  2. Timing
  3. AnimationType
  4. OnStart - OnScroll - OnEnd handlers
  5. Support scroll to elements or a fixed height
