Keep track of previous SCHAC IDs #4

SCHAC IDs may change in time, and this could break references. But I believe we can deal with this problem quite easily. We already allow to define many types of identifiers for a single HEI - we should simply allow each <hei> element to contain multiple SCHAC IDs too.
