@janinamincer-daszkiewicz proposed to change dev- prefixes to admin- in <dev-email> and <dev-notes> elements described here. I agree, that admin- is much well suited for the purpose.
Since Registry Service is still not ready, I believe we can do this change without increasing any major versions.
