Design a way to approve ToRs #1

Related to https://github.com/erasmus-without-paper/ewp-specs-api-tors/issues/1. As we have agreed in Warsaw, we need to find a way to include the information on when the mobility ToR has been approved, somewhere in the mobility timeline.

Once designed, a reference should be added to the ToRs API specification.

This is somewhat related to https://github.com/erasmus-without-paper/general-issues/issues/14 and the model being designed by @erasmus-without-paper/wp3.

I'm not yet sure if this information should be:

  1. part of the Mobility document, or
  2. should it be represented by a tag in Mobility's timeline, or
  3. should it be sent via a completely different channel.

I would try with option 2 first. If so, then we need to wait for WP3 to prepare their models first.

While browsing through issues I have found that this issue is a duplicate of this one:

I will close this one and we'll use the other one for tracking this.
