Move learning agreement to the separate API #35

@mkurzydlowski this should be in conflict with last change of @kamil-olszewski-uw, at least in changelog. But here I see "This branch has no conflicts with the base branch. Merging can be performed automatically." I would feel better if I see the merge result before merging.

Or maybe it is not a merge to the master branch but only creating a new one? Anyway take a look when you are back.
